The Celebration of Life Service for Mr. Carter will be held Wednesday, March 17, 2021, in the Chapel of Vaughn C. Greene Funeral Services, 8728 Liberty Road, Randallstown, MD (21133), where the family will receive friends from 10:00 a.m. until 10:30 a.m. with services to follow. The interment will take place at Woodlawn Cemetery in Gwynn Oak Wednesday, March 17, 2021 immediately following services.
