Cousin Carroll, I can’t believe a year has gone by. You were the most youthful and outgoing fun loving person. It’s obvious that you didn’t just make me feel special by your smile that would light up when we would visit one another. Your love and leadership for your community made everyone feel just as special. I remember 15 years ago, I asked you to go with me to tour a community I knew very little about. I didn’t move there but you made the trip a little funnier by attempting to play match maker. A move can take a lot thought of and decisions. At the time I didn’t realize you were just making light of the situation. By asking the leasing agent “She’s pretty ain’t she ?” The guy was so shocked that my witty cousin asked him and that was the laugh for the entire afternoon and years to follow. I think of you and smile. You and my Mom would joke back and forth laugh and play like siblings sometimes growing up with Cousin Fannie babysitting from time to time and taking you all to church. Oh and I can not leave out how you loved driving the church van at Ames and Good Sheppard. Whenever I would see the van, I knew it was you. That same driving force you had, full of life and your spirit of God will live on through those you impacted along the way. Thank you for your sacrifice to serve and protect your community, that I also would visit and became apart of. Your resting on top of a greater hill, than the one you lived on, and would be out of breath to try to walk sometimes from visiting your neighbors. Oh, and If dogs are in heaven or come through to visit tell Bear I said hi too! I had to have a sense of humor like yourself in writing this message. Otherwise it would hit a little tougher. I’ll be sure your legacy is written in our family tree, it was also important to you! Ok see ya, miss ya, thank you again for making others journey called life a little more sweeter. Mr. Carroll, you were always there for your Beloved Community Gwynn Oak and Baltimore County. We all have benefited form your community involvement through the years advocating for a Woodlawn Senior Center, Celebrating and Commemorating the Desegregation of the Gwynn Oak Amusement Park, Supporting Traffic Calming Projects in the Community working with numerous Organizations and Committees like the Security Woodlawn Business Association, Woodlawn Senior Center, Education Advocate, Food Distribution through your Church and so much more. I am going to truly miss you personally, our community will never be the same without you. Your love for your family, your daughter and community is without question. We all owe you a Big Thanks, to a man who dedicated his life in helping others, you always was a giver not a taker. A man with a Big Heart who cared about others more than himself. Thank you Mr. Carroll for being Mr. Carroll and being a Role Model for all of us. My Heart is heavy and my prayers are with your Family. We, the Community will never forget you and will Honor Your Name and Memory by caring and giving back to the community. I love you Pops. Thinking back on my earliest memories and the one that sticks out is him driving me around in his big grey car after picking me up from pre-school. It would always be during nap time. There were days that I would cry because I didn't want to nap and days that I didn't but the only thing I knew was that he was coming to get me and I'd be ready to go, crying or other lol.
My father was so nurturing, I remember when I was in the 4th grade this boy kept picking on me because of my skin completion. I came home cry to him and he sat me on his lap and said " the blacker the berry the sweeter the juice and he probably likes you", I had no idea what that meant but it made me feel better but not the part about the boy liking me. I went to school the next day and told that joker "my daddy said the blacker the berry the sweet the juice", he just looked at me lol that was the end of that.
Its because of him that I have a love for watching HGTV and old westerns. He gave me the love for Utz potatoes chips (we'd eat the together all the time). I could go on and on about the many times he's come through for me (drove me to senior prom, purchased my 2nd, 4th, and 5th cars, early morning flat tire rescues, babysitting his grandson Tony, birthday parties, paid for me to have my own land line telephone when I was 10 yrs old*, homework helper, curfew enforcer : ) purchased and taught me how to ride a bike...I could go on. He was/is my father. I couldn't have asked to grow up any different.

George Perry (Butch) and Carroll were friends for a very time time, if Butch were alive, he would be very sad about his friend.

Carroll Watkins has been such a wonderful advocate for our Gwynn Oak Association/Neighborhood. He joked with everyone, made phone calls, organized neighborhood events and so much more. He’d throw up his hand when you blew the horn or engaged in a fun conversation. We’ve known him for over 20 years. Carroll is already missed. 12/21/2020
