The Homegoing Celebration for Mr. Phillips will be held on Thursday, August 29, 2019 at Community Baptist Church, 7344 Cedar Avenue, Jessup, MD (20794) at 11:00 a.m. The interment will take place at Garrison Forest Veterans Cemetery, Owings Mills, MD on Friday August 30, 2019 at 10:45 a.m.
