Alvin C. "Al" Collins, Sr. began his earthly journey on April 19, 1947 in Suffolk, Virginia. He was the son of the late Rathmond Mills Collins, II and Elsie Williams Collins. He crossed from time to eternity on Thursday, October 2, 2025 in Edgewater, Maryland. Al was goal-oriented, dedicated, hardworking, and a life-long learner. After graduating from high school, he moved from Virginia to Connecticut where he earned his Bachelor's degree from Southern Connecticut State University. He continued his education by earning a Master's degree from the University of Maryland Baltimore as well as Harvard University. He later moved to Baltimore, Maryland and then Annapolis, Maryland where he remained until his passing. Along the way, he accomplished much and made many friends. He began his career as an Educator for the New Haven, Connecticut Public Schools. He served as the Director, Department of Human Services for New Haven, Connecticut; Chief Administrative Offrcer, Administrative and Support Services, Department of Social Services, Baltimore City, Maryland; Chief, Administrative Services Division, Depaftment of Human Services, Arlington County, Virginia; Director, Department of Social Services, Baltimore City, Maryland; Secretary, Maryland Department of Human Resources; Secretary, Maryland Department of General Services; and both Deputy Chief of Staff and Chief of Staff, Office of Governor. He served on numerous boards and councils throughout his career. After retirement from public service, he used his diverse and extensive expertise to start his own business and serve as the CEO of ACCExplorations, LLC. Al was a member of St. Anne's Episcopal Church in Annapolis, MD at the time of his passing. He served as a member of the Vestry Board. Alvin's son, Alvin Cornell Collins, Jr. and older brother, Eddie Collins, preceded him in death. Left to rejoice and cherish his memory is his son, Edward Collins, Sr. of New Haven, CT; grandson, Edward Collins, Jr. of Baltimore, MD; brother, Rathmond Collins, III (Lorie) of Suffolk, VA; two sisters, Vera Collins Craig (Vernon) of Hampton, VA and Catherine Collins of Killeen, TX; one niece, Rachel Collins McPhatter (Marcus), two nephews, V. Timothy Craig of Newport News, VA and Rathmond Collins, IV of San Diego, CA; and a very special cousin, M. Vernel Kennedy of Suffolk VA; and a host of friends. A viewing will be held on Thursday, October 16, 2025 from 4:00 p.m. until 7:00 p.m. at Vaughn Greene Funeral Services, P.A., 8728 Liberty Road, in Randallstown, Maryland. On Friday, October 17, 2025, a homegoing celebration for Mr. Alvin C. Collins will be held at the St. Anne's Episcopal Church, 2 Church Circle, in Annapolis, Maryland where the family will receive friends from 10:00 a.m. until 11:00 a.m. with services to follow.
